Evaluating Emerging Technologies · Chapter 48 of 51

Part V — Technology Evaluation in Developing Economies, Responsible Technology Adoption, and the Future of Technology Evaluation

Part V — Practical Capstone Exercise — Comprehensive Technology Evaluation Project

Select one emerging or new technology and conduct a complete AMTEF evaluation.

The student should prepare a report containing:

Section 1 — Technology Description

Describe the technology, developer, purpose, maturity, users, and operating environment.

Section 2 — Problem Definition

Identify the problem the technology is intended to solve.

Section 3 — Alternatives

Identify technological and non-technological alternatives.

Section 4 — Technical Evaluation

Evaluate:

performance;

reliability;

scalability;

interoperability;

security; and

maintainability.

Section 5 — Economic Evaluation

Evaluate:

investment;

operating costs;

TCO;

expected benefits;

opportunity costs; and

financial risks.

Section 6 — Organizational Evaluation

Evaluate:

leadership;

skills;

infrastructure;

culture;

processes; and

readiness.

Section 7 — Human and Social Evaluation

Evaluate:

users;

accessibility;

inclusion;

employment;

human agency;

social consequences; and

distributional effects.

Section 8 — Ethical Evaluation

Evaluate:

privacy;

fairness;

transparency;

accountability;

human oversight; and

ethical risks.

Section 9 — Environmental Evaluation

Evaluate:

energy;

carbon;

water;

materials;

waste;

lifecycle impacts; and

circularity.

Section 10 — Risk and Security

Identify:

technical risks;

operational risks;

financial risks;

legal risks;

cybersecurity risks;

environmental risks; and

systemic risks.

Section 11 — Governance

Evaluate:

regulation;

accountability;

auditability;

monitoring;

stakeholder participation; and

incident response.

Section 12 — Responsible Adoption

Determine what conditions should exist before implementation or scaling.

Section 13 — Monitoring

Develop indicators for post-adoption monitoring.

Section 14 — Re-Evaluation

Specify the circumstances that should trigger another evaluation.

Section 15 — Final Evaluation

Provide a reasoned, evidence-based conclusion based on the AMTEF dimensions and the documented evidence.

The purpose of this exercise is not to demonstrate that a technology is inherently “good” or “bad.” Its purpose is to demonstrate the ability to evaluate technology systematically, transparently, contextually, and responsibly.
